18. The Transmittal LetterIt should tell the client :

It is a short statement of Who, What, Where, Why, When, and How.
20. Understanding the ProblemThis presents the consulting firm’s understanding of the problem and issues that make the project necessary;
It demonstrates the firm’s knowledge of the context within which the project will operate;
21. The Technical ApproachThis defines the “how” and the “what” of a consulting firm’s approach to the project;
This is the core of the proposal, and every other section of the proposal depends on what it defines;
22. Work Plan and ScheduleReflects the tasks written in the technical approach;
Demonstrates the understanding of tasks and their sequencing to meet project objectives;
Indicates when the project activities will be carried out.
23. The Management PlanDescribes how the project will be organized, and how the team will interact with the client;
Addresses the management and administrative challenges of the project.
24. The Staffing PlanDemonstrates that the consulting firm chose team members deliberately, based on the needs of the project;
Describes what the responsibilities of each team member will be and why the team member is good for the position.
25. The Financial proposal/budgetInforming the client how much the consulting firm will charge to carry out the activities outlined in the technical proposal;
The cost should includes :
1)Indirect Cost (overhead;general & administrative costs);
2)Direct Cost (salaries;travel ;per diem;computer rental;communications costs;taxi costs).
26. Corporate capability statementProves to the client that the consulting firm has done similar work before, and is familiar with the technical , regional , and functional aspects of the project.
