    • 4. 研究内容(一) Items for Implementing The Project(1)制定两项国家标准(Establishing two national standards) 轿车燃料消耗量试验方法 (Measurement method for fuel consumption of cars) 轿车燃料消耗量限值 (Limits for fuel consumption of cars) 提出四项政策建议 (Put forward four policy proposals) 燃油耗申报制度 (Declaring system of fuel consumption) 燃油耗标签制度 (Labeling system of fuel consumption) 燃油耗公布制度 (Announcement system of fuel consumption) 鼓励低燃油耗和抑制高燃油耗政策 (Policies on encouraging low fuel consumption and restraining high fuel consumption )

    • 6. 项目指导小组 Project Directing Committee 项目指导小组由国家经济贸易委员会、发展计划委员会、质量 监督检疫总局、税务总局、财政部和环境保护总局的成员组成 The committee comprises the members from SETC, SDPC, SBQSIQ, SAT, MF and SEPA 项目的所有工作均在指导小组指导下进行 All the tasks in the project are directed under the directing committee CATARC每三个月向指导小组作一次工作报告 Working report will be submitted to the committee every three months by CATARC
    • 7. 燃料消耗量试验方法标准 Measurement Method for Fuel Consumption参照欧盟80/1268/EC指令1999/100/EC修订版制定 Refer to Directive 80/1268/EEC as amended by Directive 1999/100/EC 是本项目的基础 The basic of this project 是申报、标签、公布制度和普查工作共同依据的准则 The common rule for the declaring system, labeling system, announcement system and universal survey 适用于M1类汽车(除驾驶员座位外,乘客座位不超过八个的载客车辆) Applies to the motor vehicles of category M1 (Vehicles used for the carriage of passengers and comprising no more than eight seats in addition to the driver's seat)

    • 12. 燃油耗限值标准(二) Standard of Fuel Consumption Limits(2)确定分阶段实施的限值 The limits are fixed up in different stage 实施每一阶段总体的燃油耗应有所下降 In every stage the fuel consumption should be decreased as a whole 每一阶段的限值应有可能采取的技术措施保证 The limits of every stage should be ensured by the technical measures possibly adopted
    • 13. 申报制度政策建议 Policy Proposal on Declaring System各主要汽车厂采用统一的试验方法 -- 燃油耗试验方法标准 -- 测定其典型车型的燃油耗 The main auto manufacturers determine the fuel consumption of their typical vehicles with the method prescribed in the Standard of fuel consumption measuring method 将试验结果申报政府有关部门作为该车型的申报燃油耗 Report the results determined to the government concerned as the declaring fuel consumption value for this vehicle type
    • 14. 标签制度政策建议 Policy Proposal on Labeling System 将各汽车厂申报的燃油耗用标签形式粘贴在该车型的每一辆车的显要位置 The fuel consumption value declared by the auto manufacturer will be affixed on a noticeable position of each vehicle of this type 标签制度将促进汽车厂改善其车辆的能源效率 The labeling system will promote auto manufacturer to improve the energy efficiency of their vehicles
    • 15. 公布制度政策建议 Policy Proposal on Announcement System将汽车厂申报的燃油耗经普查结果核实,定期向社会公布 The fuel consumption declared by the auto manufacturer and verified by the results of the survey will be announced to the society 公布制度将会引导某些购车人购买低燃油耗的车辆 The announcement system will introduce some of the buyer to buy the vehicles with low fuel consumption
    • 16. 燃油耗鼓励和抑制政策建议 Policy Proposal on Encourage and Restrain对提前达到后一阶段燃油耗限值的车辆,在税收上给予优惠 Encourage the vehicle which meets the limit in advance with preferential revenue 对达不到现阶段燃油耗限值的车辆,则加征其税收 Restrain the vehicle which can not meet the limit of this stage with added revenue
